I've measured it on a number of bikes if have laying around, no derailleur needs more than 20mm of cable travel.
With 10-speed Shimano changed the ratio to 1.2 - so for the same travel of 30mm you now have to pull 25mm cable.
With 11-speed and 12-speed this changed again to 1.1 - now pull 27.27mm cable for 30mm derailleur travel.
SRAM and Campagnolo also changed their ratios at some time.
